CA Prop 5 — Drug Treatment
An attempt to treat violent and nonviolent offenders differently, and to expand the drug treatment instead of incarceration initiative (Prop 36) we passed in 2000. A last minute infusion of millions from the prison guards' union defeated this far-reaching reform.
